My vote is for Lex Luther up until Heath Ledger hit the scene as The Joker. His Joker was the most ruthless evil yet.

We debated this at home this morning. These types of debates are big between my husband and son. I say Joker because he’s so crazy and willing to do anything. My husband and son both said Lex Luther because he has the resources and drive to find the weakness in the superhero. My husband’s quote was, “If he could acquire kryptonite, what can’t he get?” My son’s quote was, “Because he’s so evil.”
